Moustafa Shahin Manager | Distribution Network Development | DEWA

Mr. Shahin is a smart grid and utility industry expert with 20+ years of experience in T&D project management, smart grid programmes, power system studies, SCADA-DMS and Renewable Energy Integration. He is the manager of distribution grid development at Dubai Electricity & Water Authority (DEWA) and the head of Shams (solar) Dubai integration working group. He has successfully accomplished large-scale smart grid projects in more than 3000 distribution substations over the past seven years.

He received his Bachelor degree in electrical engineering from Cairo University, Master degree in engineering management from Wolverhampton University UK and currently a PhD researcher at Heriot Watt University focuses on optimal DER integration to enable higher penetration of distributed renewable generation into smart distribution grids.

 

He has a proven record of innovation and smart grid initiatives including UK innovative ideas award, DEWA distinguished innovation award, Dubai’s creative employee and has co-authored several IEEE, Elsevier and Cigre’s technical papers.

Abstract

Improving Distribution Reliability Through Grid Digitalization

Dubai Electricity and Water Authority (DEWA) is actively contributing to transform Dubai into the smartest city in the world. To support this objective, DEWA developed a comprehensive strategy to implement a smart grid program to digitalize power distribution network in Dubai. Adapting the program leads to reduce the forced customer minutes lost (SAIDI forced) and supported in achieving a new world record in electricity Customer Minutes Lost (SAIDI) per year of only 1.43minutes per customer in 2021, compared to around 15 minutes recorded by leading utility companies in the European Union.

 

The presentation will shed the light on DEWA Smart Grid Strategy and distribution automation and self-healing program plans and current progress. The presentation will also introduce Automatic Smart Grid restoration (ASGR) application which is a SCADA module installed within distribution management system (DMS). The main function of the module and field implementation will be explained along with examples of ASGR identify fault location, isolate the faulty area and restore the supply automatically without any human intervention.

ASGR algorithm will be explained along with its operational philosophy and example scenarios of how the application is restoring the power supply within 1 minute while ensuring system security and safety. Subsequently, the presentation will discuss the achieved improvement of distribution network reliability and Key Performance Indicators (SAIDI), as well as the technical benefits realized through automation of distribution substations and SCADA system.  Finally, Lessons learned, and future plans will be presented.

In conclusion, the presentation targets Distribution System Operators (DSOs) utility professionals, SCADA system end users, utility automation and utility control market.
